FCC Blocks New Approvals for Foreign-Made Robots: What It Means for Unitree

The FCC has blocked approval of new or previously unauthorized foreign-made humanoids, robot dogs and AMRs. Here is what it means for Unitree and US buyers.

On July 28, 2026, the Federal Communications Commission added foreign-produced “advanced robotic devices” to its Covered List. In practical terms, that blocks covered new or previously unauthorized robot models from receiving the FCC equipment authorization generally required for import and sale in the United States, unless the Department of War grants Conditional Approval.

So the viral headline is broadly true. It is also easy to overread. This is not a recall, it does not make every foreign robot already in the country illegal, and the FCC did not publish a list naming Unitree or other Chinese manufacturers one by one.

What the FCC actually changed

The FCC acted after a White House-convened interagency group issued two national-security determinations: one covering advanced mobile robots and another covering power inverters. The agency then added both foreign-produced categories to the Covered List with immediate effect.

Equipment on that list cannot receive a new FCC authorization. Because qualifying electronic devices generally need that authorization before they can be imported or marketed in the US, the result is an effective block on covered models that did not already have approval.

The legal language is country-neutral. It covers foreign-produced devices regardless of the manufacturer’s nationality. “Foreign-produced” is tied to the federal domestic-end-product standard, so a US headquarters or American branding would not settle the question by itself. A manufacturer can seek Conditional Approval from the Department of War for a particular robot or class of robots.

Which robots are covered?

The definition is narrower than “all robots.” A covered device must be mobile, weigh more than 4.4 lb including any ground station or dock, and be able to move, navigate or avoid obstacles. It must also operate at a distance from a human operator or in response to sensor data, and include environmental sensing, network connectivity and control software.

The FCC explicitly includes autonomous mobile robots, humanoids and quadrupeds. Its supporting determination also refers to wheeled and tracked ground vehicles. That captures the categories most people associate with embodied AI: warehouse AMRs, robot dogs and machines such as the Unitree G1.

The definition’s boundaries matter just as much. It leaves out connected road vehicles, rail-only vehicles, drones, uncrewed underwater vehicles, regulated medical devices and mobility aids. Because the covered category is limited to mobile ground robots, fixed industrial and medical robots fall outside its scope. That includes articulated, delta, gantry and SCARA arms.

What does the FCC robot ban mean for Unitree?

Unitree is the obvious company to watch because its humanoids and quadrupeds fit the covered categories and it has become the price benchmark for both. Reuters reported that the action was aimed chiefly at Chinese competition and identified Unitree as a central target. The FCC’s actual notice, however, names no company or country.

That distinction prevents a common mistake: it is not accurate to declare every current Unitree model banned or illegal. The dividing line is authorization, not whether a model had been publicly released. Models with FCC authorization before July 28 remain legal to import, market, sell and use under this action. Whether a particular SKU qualifies depends on its exact authorization and whether a hardware change creates a new model requiring fresh approval.

The more certain effect is on models that lack prior authorization. A new Unitree humanoid, quadruped or materially changed model that needs fresh FCC approval now faces a block unless the Department of War grants Conditional Approval. The same rule technically applies to qualifying robots produced in Europe, Japan, South Korea and elsewhere, although US officials told Reuters that many non-Chinese suppliers were expected to obtain exemptions in practice.

What should existing owners and US buyers do?

Existing owners do not need to stop using a robot solely because of this announcement. Previously authorized models remain legal to import, market, sell and use under this action. On the same day, the FCC issued a waiver allowing covered robots authorized before July 28 to continue receiving security, software and firmware updates through at least January 1, 2029.

That protection is not necessarily permanent. The FCC retains authority to revoke or restrict earlier equipment authorizations later. The July 28 action does not do that to previously authorized robot models, but buyers should not treat the current position as an indefinite guarantee.

For new purchases, the practical question is no longer just “Does the seller ship to the US?” Ask for the exact FCC ID and model number, confirm that the authorization predates the Covered List addition, and get the seller’s position on warranty service, replacement hardware and future updates in writing. A listing page or checkout button is not proof that a particular configuration remains importable.

This could also change the economics. Buyers comparing humanoid robot costs may find that low-priced Chinese platforms are harder to replace than the headline suggests. US alternatives are generally sold through enterprise pilots rather than consumer checkout, and Conditional Approvals could produce a patchwork of allowed and blocked models.

Why did the FCC cite cybersecurity?

The government’s case has two parts: supply-chain dependence and the risk created when a networked machine can both collect data and move in the physical world. The determination points to cameras, microphones, LiDAR and other sensors that can map sensitive locations, as well as the possibility of remote disruption or control.

That concern is not purely hypothetical. Security researchers disclosed a serious flaw in 2025 affecting Unitree’s G1 and H1 humanoids and Go2 and B2 quadrupeds. According to IEEE reporting, hardcoded Bluetooth keys could enable root-level compromise and allow an infected robot to attack other nearby Unitree robots. Unitree later said it had completed most fixes and would roll out updates.

One vulnerability does not prove that every foreign robot is compromised, or that a manufacturer intentionally installed a backdoor. The FCC’s decision is a category-wide risk judgment, not a public finding of misconduct against every covered company.

Why do fixed industrial robot arms fall outside the rule?

The rule is deliberately about mobile systems. A fixed arm bolted to a factory floor falls outside the definition even if it has cameras, a network connection and sophisticated control software. That means the action does not currently block conventional foreign-made industrial arms from companies such as FANUC, ABB, KUKA or Yaskawa.

Evan Beard’s LinkedIn post calls this an “industrial-arm gap” and argues that it should be closed. That is an advocacy position, not what the July 28 determination does.

The inverter language in the same FCC notice also needs separating from the robot story. It concerns power equipment that converts DC electricity from sources such as solar panels and batteries into AC electricity for grids and facilities. It is not a ban on the motor drives or servo electronics inside industrial robot arms.

What happens next?

The immediate work shifts to model-level paperwork. Manufacturers will need to decide whether to seek Conditional Approval from the Department of War, redesign where products are made, or hold back US launches. Distributors and research labs will need much better records of FCC IDs and hardware revisions.

Bottom line

Yes, the FCC has imposed a real and unusually broad restriction on new or previously unauthorized foreign-made mobile robot models. The strongest version of the claim is still wrong: this is not a blanket ban on every imported robot, current Unitree owners have not been ordered to stop using their machines, and fixed industrial arms fall outside the mobile-robot definition.

The lasting significance is prospective. Foreign humanoids, quadrupeds and AMRs without prior authorization now need Conditional Approval from the Department of War before they can clear the FCC authorization gate. For Unitree and other Chinese manufacturers, that is a major new barrier to launching their next generation of robots in the American market. Earlier authorizations remain valid for now, but the FCC can revisit them later.
